Hi Carsten,
The date of SPL in the C1 screening picks values from both "created on" and "changed on" fields from the table /SAPSLL/TSPL.
The logic being "changed on" for an existing SPL update and "created on" for a new SPL addition.

Ideally you should open a new thread on legal regulation activation part. Please make sure you activate the legal regulation properly before retrying. In case you still get error, please give the error message.

Thanks for providing error message. In that case, legal regulation is not activated correctly. It should be activated in accordance with determination procedure for active legal regulation. I would suggest to open a new thread with screenshot of determination procedure and activation of legal regulation.

I defined new FTO and LU of Phillipines. and I am doing testing the scenario. In this case I stuck up. Currently we are exporting from Germany to Philipines and Philipines needs to follow DE regulation till Philipines start own export and Import activites in GTS in future.
I am using transaction code /SAPSLL/PR_CAT_DISPL. to view the product catlog. You can view the screen shot,
I have assigned country PH in legal regulation ATLAS for Germany because I am going to use german regulation.
I have already activated in customs management "Activate Legal Regulation for Customs Processing and Pre-Declaration".
What Config. setting I have missed please advise.
Appreciate if you can confirm at the earliest.

Hello Kul,
Yes in production we have such issue. Normally user create an order and save it and that goes to GTS. And business user can see in GTS incomplete document and they can pick those order and process those orders from ECC. I think this makes sense to you.

In Customs Management, a Legal Regulation can have exactly ONE assigned country. You cannot use ATLAS for DE and PH.

Just to cut the discussion short and summarize, there are no settings in GTS with respect to technical incompleteness. You cannot see this order in transaction /SAPSLL/CUHD_IC_EXP because this order is not technically incomplete as we can see in your first 2 screenshots.
This order doesn't have any line item. You can create an order without material (Free Text order) and i have seen such orders but not without a line item. I am not sure the business process such orders are used. If you can share business process then that would be great.
The system behavior for this order looks pretty standard to me.

i don't understand your requirement. how the users are creating Blank Orders (without any Material in line item)? what is the purpose of creating those orders? could you please share your Business Process for a better understanding.
but for sure, if you are sending the blank orders and expecting the GTS System should behave as it functions with normal orders is not a right aspect.
As explained by Kul Vaibhav, the functionality of Technical Incomplete is to specify the documents which are incomplete due to missing Master Data (FTOs, Legal Units, BPs, Materials and Item Categories) in GTS, this is the process designed by SAP .

We are running scenario B1 to screen as it is initial screening. So we are running complete Business partner data with complete SPL data.
Could you please tell me how many number/percentage of blocks you got while doing the initial screening/ B1 screening and how did your client handle those blocked records?

Are you getting this error for Plant abroad scenario? - I mean, when plant on FTO and LU are different?
Also when you set the LU country to SA, have you check SLG1 and SM58 as suggested in earlier forum?

Hi Dikshi,
We are not using the B1 frequently and we are using the C1 Screening (Periodic Screening against Delta SPL Files for all the BPs in the GTS System) .
and about Blocked records, we use to get around 0.01% (1942 blocks) the compliance team and Business team validate the BPs and release them if they found the BPs are good and remaining BPs moved to Negative list.
